I'm trying to call the IRS in the U.S., but the problem is that I'm in Brazil. Is this number toll free? Like, is it completely free to call this number?

If not, then maybe how much will it cost? I tried to call from Skype but they hung up on me when I told that I was calling from a computer...

I have never heard of Toll Free international calls - a 215 # is NOT a Toll Free number anywhere - toll free is like 1-800, 1-866, maybe 1-877 but only from within the USA and some numbers are only toll free within the same state

Unfortunately it's not toll free. There are 4 toll free area codes (800, 888, 877, and 866). These can be called from anywhere in the continental United States, Canada, or any U.S. territory including consulates and army bases (as these are routed through U.S. phone lines. So you will have find an alternate method of contacting the IRS offices but there are online government directories that do provide hotline numbers.

That's not a toll free number at all. It's a plain old ordinary Pennsylvania phone number. Regular charges will apply from wherever you're calling from.

I don't think there are any toll-free international calls. Use Skype computer to land line--it's cheap, but not free. Tell them who you are, not how you are calling. It shouldn't matter to them that you're using Skype.
